Hiring an Individual Consultant to Facilitate Provincial-Level MSNP/NFLG Workshop
- Background
The Nurture Every Future/ POSHAN Nepal Program is part of the broader Mother Child Wellbeing Initiative, funded by the LDSC. A consortium program jointly implemented by CARE and iDE in Nepal, leverages their extensive technical and managerial expertise in health, nutrition, food, water, sanitation and hygiene (WASH), market systems, and Gender Equality and Social Inclusion (GESI) initiatives globally. Building on successful and unique collaborations with the LDSC, Nurture Every Future / POSHAN aims to achieve comprehensive development outcomes through integrated solutions by working with Health Systems, Food Systems, Market Systems and Empowering Women for Household Decision to address nutrition challenges at individual, household, and community level.
CARE Nepal and its implementing partners from Karnali, Sudurpaschim, Lumbini and Madhesh Provinces in collaboration with the Provincial Policy and Planning Commission (PPPC) is planning to organizing provincial-level 2 days workshops in Dailekh, Banke, Kailali, Surkhet, Siraha, Saptari and Rautahat to review the implementation status of the Multi-Sector Nutrition Plan (MSNP)-III and Nutrition Friendly Local Governance (NFLG) at the local government level.
The workshops aim to bring together Mayors, Deputy Mayors, Chairpersons, Chief Administrative Officers, Nutrition Focal Persons, Health Section Coordinator and Agriculture Section Coordinator from local governments and development partners in a single platform to assess progress, identify gaps, and develop context-specific action plans covering the entire working district of POSHAN Project. This Terms of Reference (ToR) is developed to hire an individual consultant with comprehensive knowledge, skills, and planning expertise to deliver the technical aspects of the sessions. An experienced consultant is required to facilitate the workshop effectively, ensuring structured discussions and actionable outcomes.
- Objectives of the Assignment
- Facilitate and moderate provincial-level MSNP workshops
- Ensure effective participation and engagement of high-level stakeholders from federal, provincial, local governments and development partners
- Guide discussions toward prevalence of malnutrition, its importance on human life, existing programs and policies of government of Nepal on nutrition, identifying gaps, challenges, and solutions
- Support Provincial Policy and Planning commission and local governments in developing actionable plans for MSNP implementation
- Scope of Work
The consultant is responsible for preparation and technical facilitation of the workshop. This includes reviewing relevant policies documents, coordinating with NPC, PPPC, CARE and partners, and preparing presentations on the status of malnutrition in Nepal, its impacts, and existing policies, programs, and MSNP/NFLG targets (Max. 2 key technical sessions). During the workshop (on day first) the consultant will guide local governments in developing practical action plans and prioritizing key interventions aligned with national strategies ensuring that it is aligned with the MSNP/NFLGs aspirations and target.
During the workshop, the consultant will also be responsible for moderating the discussions, group work and other officials’ presentation; manage time; and ensure active and inclusive participation. The consultant provides technical moderation by linking discussions with MSNP and NFLG frameworks and offering relevant technical inputs.
- The workshop is designed to cover the following major content through the 2-days event.
- Understanding malnutrition and its implications
- National status of malnutrition in Nepal
- Nutrition-related policies and programs
- Status of MSNP-II and NFLG implementation by local governments
- Key challenges and bottlenecks
- Development and presentation of action plans by each LGs
- Deliverables (but not limited to)
- Coordination meetings with partners and PPC (Prefer for distance coordination with Provincial planning commission), if required virtual meetings with project team.
- Moderation of 2-days district level workshop covering entire district of POSHAN working district (Max.70-100 Participants in each event and facilitation of key technical session (max -2 sessions)
- Submission of short workshop completing report within 7 working days of work completing the workshop

- Total duration: 7 working days for each event (including preparation, facilitation, and short event completion reporting and travel)

- Required Qualifications and Experience
- Master’s degree in nutrition, Public Health, Agriculture, Policy and governance, development studies and/or related field
- Minimum 10 years of experience working in policy level, focusing on multisector nutrition, health and governance.
- Strong knowledge of Multisectoral Nutrition Plan (MSNP) -III and Nutrition Friendly Local Governance (NFLG) and local governance mechanism
- Proven experience in facilitating high-level provincial and district level workshops
- Excellent communication and facilitation skills
- Reporting and Coordination
The consultant will report to respective Youth Acting for Change (YAC), Nepal for Sudurpaschim Province and work closely with CARE Nepal, National Planning Commission and Provincial Policy and Planning Commission of Sudurpaschim province of Nepal.
- Payment Modality
- 100% payment will be made by YAC, Nepal upon successful completion of the assignment and submission of deliverables with the confirmation of event complete report.
- Travel expenses and accommodation will be managed by YAC, Nepal.
- Confidentiality
The consultant must maintain confidentiality of all information related to the assignment as per the organizational policy.
